Though its details are carried out by the Health Officer, the responsibilities and superintendence of Quarantine devolve on the Colonial Surgeon as the head of the Medical Department of the Colony. During the six months of the summer season there is no more harassing a portion of my functions than that connected with Quarantine and relating to the aggregate tonnage of ships visiting our waters during the year, and to the large and important maritime interests of the Port, it may readily be conjectured that the duties and responsibilities of the Medical Department in this respect are not light.

The preceding paragraphs have touched only on the special attributes of my post, without entering into the details of the general daily business routine and administrative work of the office, involving considerable correspondence and absorbing a great deal of time every year. But I think enough has been said to show that it is no longer consistent with the due and efficient performance of my Government duties, already so much extended, and with the unfettered exercise.
